{"id":3022,"date":"2026-06-08T14:02:53","date_gmt":"2026-06-08T14:02:53","guid":{"rendered":"https:\/\/fezaa.com\/?p=3022"},"modified":"2026-06-08T14:02:55","modified_gmt":"2026-06-08T14:02:55","slug":"rwamucyos-appeal-trial-opens-in-paris-as-france-continues-genocide-prosecutions","status":"publish","type":"post","link":"https:\/\/fezaa.com\/?p=3022","title":{"rendered":"Rwamucyo\u2019s Appeal Trial Opens in Paris as France Continues Genocide Prosecutions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong><em>The appeal trial of Eug\u00e8ne Rwamucyo, a former physician convicted in France for his role in the 1994 Genocide against the Tutsi, is set to begin on June 9 before the Paris Assize Court of Appeal and is expected to run until July 16, 2026.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rwamucyo, 67, is challenging a judgment delivered by the Paris Assize Court in October 2024, which found him guilty of complicity in genocide and complicity in crimes against humanity committed during the Genocide against the Tutsi. He was sentenced to 27 years in prison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appeal proceedings mark another significant chapter in France\u2019s ongoing efforts to prosecute individuals accused of participating in the 1994 genocide, during which more than one million people, predominantly Tutsi, were killed in just 100 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>From Respected Physician to Genocide Suspect<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the genocide, Rwamucyo was a prominent medical professional in Rwanda. He served as Director of the Centre Universitaire de Sant\u00e9 Publique (CUSP) in Butare and lectured at the former National University of Rwanda. Trained in occupational medicine, environmental and industrial hygiene, and toxicology, he was regarded as one of the leading physicians in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, prosecutors and witnesses have long alleged that he played an active role in the planning and execution of genocide crimes in the former Butare Prefecture, now part of Rwanda\u2019s Southern Province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Allegations of Participation in Killings<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the 2024 trial, witnesses testified that Rwamucyo attended meetings where plans to exterminate Tutsi civilians were discussed. He was also accused of overseeing the disposal of victims\u2019 bodies and ordering that wounded survivors be buried alive or burned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One witness told the court that while detained at a roadblock near the residence of former Minister of Family Welfare Pauline Nyiramasuhuko, he heard Rwamucyo encourage Interahamwe militia members to intensify killings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to testimony presented during the trial, Rwamucyo reportedly told those manning the roadblock that they should not \u201cbehave like children\u201d and that, if necessary, they should make Tutsi victims \u201ctheir bedding,\u201d a statement prosecutors argued reflected his encouragement of violence against Tutsi civilians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Defense Maintains Innocence<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rwamucyo has consistently denied involvement in genocide crimes. During the first trial, he acknowledged giving instructions for the burial of victims\u2019 bodies but argued that the decision was motivated by public health concerns and the need to prevent environmental contamination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He denied allegations that he ordered living victims to be placed in mass graves and has maintained throughout the proceedings that he played no role in genocide-related crimes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dissatisfied with the 2024 verdict, Rwamucyo appealed the judgment, seeking a full acquittal. Prosecutors, meanwhile, had originally requested a 30-year sentence, three years longer than the term imposed by the court.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Earlier Conviction in Rwanda<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rwamucyo\u2019s legal troubles date back many years. On September 2, 2009, a gacaca court in Huye District convicted him in absentia and sentenced him to life imprisonment for organizing genocidal groups, supplying materials used in killings, and facilitating the abduction of Tutsi women and girls for sexual violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conviction came as Rwanda intensified efforts to hold genocide suspects accountable, regardless of whether they remained in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Years on the Run and Arrest in France<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the genocide, Rwamucyo fled Rwanda and eventually settled in France after an unsuccessful attempt to obtain refugee status in C\u00f4te d\u2019Ivoire through the United Nations High Commissioner for Refugees (UNHCR).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He later worked in several medical positions and secured employment at a hospital in Maubeuge in 2008. His career in France came to an abrupt halt in 2009 after allegations regarding his role in the genocide surfaced. The hospital suspended him and later dismissed him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rwanda had already issued an international arrest warrant against him through Interpol in 2007. Around the same period, the Collectif des Parties Civiles pour le Rwanda (CPCR), a French organization dedicated to pursuing justice for genocide victims, filed a complaint that prompted French authorities to open a judicial investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On May 26, 2010, Rwamucyo was arrested in Sannois, near Paris, while attending the funeral of Jean-Bosco Barayagwiza, a former senior official convicted by the International Criminal Tribunal for Rwanda (ICTR) for genocide-related crimes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why the Trial Took So Long<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Rwanda sought his extradition, French courts ultimately rejected the request. After spending several months in detention, he was released in September 2010.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">French authorities later opted to prosecute him domestically. In 2013, he was formally placed under investigation for genocide-related offenses. Seven years later, investigating judges ordered that he stand trial for genocide and crimes against humanity. The decision was upheld by the investigation chamber in 2022, paving the way for the landmark 2024 trial that resulted in his conviction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What to Expect During the Appeal<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appeal trial is expected to feature extensive testimony. According to information released ahead of the proceedings, 69 witnesses will be heard, including 25 who will testify through video conferencing technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Witnesses include survivors, defense witnesses, civil parties, and expert witnesses whose testimony is expected to revisit key events that took place in Butare during the genocide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahead of the hearings, French judicial authorities conducted the mandatory revision of the list of jurors who may serve during the trial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under French law, jurors in Assize Court proceedings must be French citizens aged at least 23, capable of reading and writing French, and free of serious criminal convictions. Certain professions, including judges, police officers, military personnel, and others working within the justice system, are excluded from jury service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revision process is designed to ensure the impartiality and proper functioning of the court. Authorities verify civil status records, remove individuals with conflicts of interest, and assess whether selected jurors are capable of fulfilling their legal duties throughout the proceedings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Expanded Legal Team for Appeal<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rwamucyo has assembled a significantly expanded legal team for the appeal. Unlike the first trial, where he was represented by two lawyers, he will now be defended by seven attorneys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His defense team includes Daniel Fellous, Rapha\u00ebl Constant, Salome Cohen, Parvez Dookhy, Jean-Christophe De Block, Mich\u00e8le Siari, and Jean Baptiste Harelimana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The expanded legal team reflects the importance Rwamucyo places on the appeal process as he seeks to overturn the conviction and secure an acquittal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Part of France\u2019s Continuing Genocide Cases<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appeal comes at a time when France continues to intensify judicial efforts against individuals accused of participating in the Genocide against the Tutsi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this year, the appeal case of Claude Muhayimana concluded with judges upholding his 14-year prison sentence. Another major case is scheduled later this year, when Safari Madjaliwa is expected to stand trial in France from November 17 to December 18.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For survivors and victims\u2019 families, the proceedings represent another opportunity to seek accountability more than three decades after the genocide.
